
The river Daugava/Zapadnaya Dvina is shared by Russia, Belarus and Latvia.
The three countries are taking part in a Daugava/Zapadnaya Dvina
Co-operation Initiative. The Initiative is supported by the Swedish Environmental Protection Agency as a part of the Swedish Transboundary Water
Programme managed by the Swedish EPA. The UN-ECE Convention of the
Protection and Use of Transboundary Watercourses and International Lakes and
the Helsinki Convention on the Protection of the Marine Environment of the
Baltic Sea Area are important cornerstones for this initiative. The kick-off
for the initiative was an International Seminar on Transboundary Management
of Daugava/Zapadnaya Dvina River Basin which took place in Novopolotsk,
Belarus, November 11-12, 1997. During 1998 a Working Group with
representatives from the three countries will elaborate an Assessment Report
including a State of the Environment section, and concrete proposals for follow-up actions. An agreement will also be developed and signed by the three countries. The Working Group co-ordinator is Dr Czeslav Romanovskiy, Belarus.
